Power leaks even when nothing is switching — and switching costs more power.

Dynamic power is consumed only when transistors switch — proportional to activity and clock frequency. Static (leakage) power is consumed constantly, even when idle, just because the transistor is powered on. At modern process nodes leakage can rival or exceed switching power, which is why clock gating and power gating matter so much.

Dynamic powerRoughly proportional to activity × frequency × voltage².
Static powerLeaks continuously, worse at smaller process nodes and higher temperature.
Why it mattersBattery-powered chips live or die on getting both under control, not just one.
